Im confused what does it mean when asked if i paid federal tax in 2020 for 2019. I did in full but do i need to put the amount in?

I end up owing every year and i think i am doing something wrong. Who can help me.

Some states allow you to deduct Federal taxes paid on your state tax return. Which state do you live in?
