Illinois State Tax will not run, the start button loops back but says state is downloaded and up to date.

I have the same problem and just attempted for about the 5th time and it still does NOT work. I have uninstalled and re-installed and still no luck.

Tried the solutions, then saw where Illinois had done something and tried again and it worked.
