If the total New Jersey income was less than $10,000 (single or MFS) /$20,000 (MFJ or HoH) you are not required to file individual income tax. If you are not required to file, you will get the withholding back (so if more than $39.00, you will get the extra money back),
The NJ filing thresholds of $10,000/$20,000 are based on your gross income from everywhere for the entire year, not just on your NJ income.

If you had money withheld, the only way to get it back, even if you don't owe tax, is to file a return.
In turbotax when you indicate you did earn money in another state, you should run the NJ state first. You will be asked to allocate your income to New Jersey--how much wages, interest, investments, etc was earned while you were in New Jersey. Turbotax will ask separately about each type of income. All your New Jersey allocations would be zero except for your gambling winnings.
