It depends, if the State that you are filing for does not have State Income Tax, then you would keep this section blank.
But if your W-2 has an amount in State Wages and/or State Income Tax, this means you worked in a State that has a State income tax and you need to enter that info into TurboTax. See the screenshot below to see where to look on your W-2:

If you confirmed there are amounts here, you will need to enter the Employer's State ID number.
To get back to enter your W-2 info, follow the steps below:
