he is a conductor his depot is in iowa but goes to minnesota and south dakota as well, was also in nebraska

I would just follow what his w-2 shows as income for the states except that as a resident of Illinois all the income would be taxable but he would then get a full or partial credit for taxes paid to other states.

No.  The Amtrack Act exempts Transportation workers from having to pay tax on other state income, in that situation.  His W-2 should only have IL in boxes 15-17.
