It sounds like you are not in the correct section. Try this and let me know if it helps.

Click Federal in the left column
Select the "Wages & Income" sub-tab at the top of the screen
Select See all income
Scroll down to Other common Income and select Show more
Click Start next to Refunds Received for State/Local Tax Returns
