If I worked in (non resident) Ohio and live (resident) Pa, after completing state forms it shows I have a credit for Pa but still owe Ohio?

All taxes have been paid to Resident state

If it shows you owe Ohio taxes, you did not complete the forms correctly.  You should report zero Ohio income.

If you only had Ohio wages and did not have Ohio taxes withheld, you do not have to file an Ohio tax return- that is the purpose of the reciprocal agreement.
