If I owe the state of CT will they take from my federal refund? I know federal can take from state refund but wasn't sure if state could touch federal.

It depends. The IRS can offset your refund to apply it to back federal taxes, back state taxes, delinquent child support, and delinquent student loans. Whether or not they will do so depends in large part to whether or not the IRS has received notification from the state of the debt so they may process the offset.
