I paid $42 to CA and 343 for Fed taxes and it says I owe 299 to Oreogon. That doesn't make sense!

As a resident of OR, you have to pay OR state income tax.
Your resident state (OR) taxes you on all your income. You should have filed a non-resident CA return, pay tax to CA based on your income earned there. Then, you file a resident OR return, and get a credit for taxes paid to CA. So you can owe OR money even if you didn't work there if it is your resident state. And if you are being taxed at a higher rate in OR at that level of income compared to CA, you will owe OR tax.
