If i live in PA and am self employed but am also licensed in new jersey for cleaning services, do i have to file a PA and NJ return or just a PA return?

If you have New Jersey income from doing cleaning services then yes you do need to file a New Jersey non-resident tax return. You can claim the credit on your Pennsylvania return for taxes paid to New Jersey.
