Ohio has a reciprocal agreement, on wages,  with all neighboring states. No state taxes are withheld or due and you do not normally need to file a return for the other state (MI, PA, KY, WV, IN). But OH will tax you on your other state income.

If WV are mistakenly withheld, you then have to file a WV non resident return to get a refund. OH will not give you a credit. You should ask your employer to stop withholding so you don't have to file a WV return every year.

File Form WV/IT-104 West Virginia Employee Withholding Exemption Certificate, to your employer.

 

You are going to have to pay the full yearly amount to OH, with your OH tax filing.

Your employer’s W-2 reports:

 

  • West Virginia state taxes withheld, and 
  • no Ohio state taxes withheld.

You will have to file a non-resident state tax return with West Virginia to receive a refund of the West Virginia state withholding tax.

 

You will file a resident state tax return with Ohio even though no Ohio state taxes have been withheld.  The refund from West Virginia may or may not be enough to pay your Ohio state taxes.

 

Ohio and West Virginia have a reciprocity agreement. As a worker in a reciprocal state, you can fill out that state's exemption form and give it to your employer if you do not want them to withhold taxes for your work state. 

 

If you do this, make sure your employer also withholds taxes for your resident state, otherwise you may get hit with underpayment penalties come tax time.

 

As a resident of Ohio who is working in West Virginia, you should complete a West Virginia form WV IT-104NR.  On the form it states:

 

If you are a resident of Kentucky, Maryland, Ohio, Pennsylvania or Virginia and your only source of income from West Virginia is wages or salaries, you are exempt from West Virginia Personal Income Tax Withholding. Upon receipt of this form, properly completed, your employer is authorized to discontinue the withholding of West Virginia Income Tax from your wages or salaries earned in West Virginia.
