If I live in GA, but work in TN do I have to download and pay for two separate state-tax packages?

Tennessee does NOT have a state income tax.  Tennessee, taxes only dividend and interest income. If you do not have this type of income you are not required to file a state return.

Since you are a GA resident, any dividend and interest income you have would not be taxable by TN.
So, no, you do not need to  download and pay for two separate state-tax packages.
