I'm ready to file my Fed return today, but I'm missing one key item that affects only my NC state return. (The item in question is the percent of dividend income that is U.S. government-derived, and is hence tax-free for NC.)
If I file my Fed return now, will TT let me update the 1099-DIV later when I receive this info and get ready to file my state return, or will TT say "Sorry, you already filed your Fed return, so the only changes you can make now are via the STATE tab"?

No. Wait and file correctly when you have all of your information. Information flows from your federal return to the state return. You cannot e-file federal and then go in and alter your federal return before you prepare state.
