If i am a student who earned 1,000$ in Michigan for an externship and a legal resident of MA do I need to file to state returns and be charged for both?

No, you will only need to file an MA resident state income tax return reporting all income from all sources (including your MI-source earnings.)

According the to MI Department of Revenue, you are required to file an MI nonresident state income tax return if you have MI sourced income and your MI income is more than the MI exemption allowance. For 2016, the MI exemption allowance is $4,000. Therefore, since your MI income is less than the MI exemption allowance, you will not need to file an MI nonresident state income tax return.
