I worked in one state but box 15 list two states, with two different incomes. The state I worked amount is same as Box 1. But the state I am from is the gross w no tax?

It would depend on which states you work and live in. You may be required to pay tax to the state in which you work AND tax to the state in which you live on the same income. 

If there is no tax reported for the second state (the state in which you live) that would indicate that your employer withheld and paid tax only to the state in which you work. 

If you owe tax to the state in which you live, that will be paid through the state tax return. 

But, as I said, it depends on the states.
