I worked in Alaska this past summer but my primary state of residence is Pennsylvania. Dont I have to pay state income tax in PA for the amount I made in Alaska?

Yes, as a resident of Pennsylvania you have to report All of your income  (regardless of the state in which it was earned) on your Pennsylvania tax return.  Had it been earned in a state with an income tax you would have had to file a non-resident tax return for that state and then Pennsylvania would have given you a credit for the tax paid to the other state.

What if they only work seasonally in Alaska?  As an employer do I have to take out county taxes for them?

An Alaska employer will probably not have to withhold Pennsylvania county tax for a Pennsylvania employee working in Alaska.

 

For example, Berkheimer, a tax collector used by many PA municipalities says: “As of 1st quarter of 2012 all employers who maintain a physical location in the Commonwealth of Pennsylvania are required to identify the higher of the 2 tax rates an employee may be subject to, either the employee’s resident tax rate or the work location’s non-resident tax rate and withhold at that rate and remit the taxes due at least quarterly.”
