I work in Arizona and my wife is doing her Masters in California. She didn't work/earn during the period. Should I file for both AZ and CA state tax (joint return) ?

I am on H1B and she is on H4. She received her EAD only in last week of Dec.

If your wife did not work while in California, there is no reason to file a California tax return.  Attending college in another state does not change your residency.  You only need to file an Arizona state tax return.
