Illinois is pretty picky about entering a state ID or drivers license when you e-file. If you do not have an ID to enter you will have to file the state return by mail.
Illinois allows you use an 8-digit IL-PIN if you do not have a driver’s license, but filed an Illinois return in the past.

If you do not have an 8-digit IL-PIN (you are a first-time filer in Illinois), you may not file your return electronically through MyTax Illinois. However, if you have a valid driver's license, or state ID card issued by the Illinois Secretary of State, you may be able to use a tax preparer or tax software to file your return electronically. Otherwise, you must file a paper Form IL-1040.
