I was a part year resident of MN and then WI in 2017. Earned income in only WI. Which state return should I claim tax credit paid to another state on (WI or MN)?

Generally when filing part-year resident returns for two states, there would not be a credit for taxes paid to another state.  Instead each state return would only tax the income items for the period of time that you lived in that state.

That being said, you mentioned that you only earned income in WI.  If part of that income was earned while you lived in MN, then that income would be taxed by both states.  The credit for taxes paid to another state would be claimed on the MN return only for the period of time you were a MN resident and worked in WI.
