You cannot efile State without efiling Federal.  Print and file by mail. Or, if you owe Federal money, you can select I'll Mail a Check, efile Federal, and then  pay when you are ready on the IRS website.

I want to file my state return and not my federal

You cannot file a state return, in TurboTax (TT), without first preparing a federal return (and paying TT's fee).  The state software requires info to "flow from" the fed section. You don't have to file the federal return from TT, but you will have to mail the state return.
