I want to apply my 2016 California over payment to my 2017 California taxes
To apply a portion of your state refund to next years taxes look for the section that deals with calculating estimated payments for 2016. Even if you don't need TurboTax to calculate the ES payments, the option to apply your refund will be within those screens. Each state return is set up a little differently in TurboTax and navigating directly to the section you need varies.
For California, go to State Taxes tab > Your State Returns sub-tab > Start/Edit. Continue through the interview until you get to the page titled, "A few things before we wrap up your state taxes" under Other Situations click Start next to Apply refund to next year. (screenshots attached)
Once you have applied a portion of your refund to next years taxes you will notice your refund amounts in the meters will decrease. You will be able to direct deposit (if any) the remaining refunds to your bank in the File tab.
