Yes ... if you filed the federal & state at the same time THEN the state will remain in a started mode until the IRS has either accepted the return for processing OR rejected it.
If it is accepted then the state is forwarded to the state for acceptance or rejection. There is nothing you can do or change until the IRS responds ... which in case you missed the news they & the rest of the government is on furlough until the budget can be rectified. So IRS acceptances are on hold until they reopen AND even if you get an early acceptance the IRS will still not start processing the returns until the 29th or later.
