TurboTax does not pay your state tax. TurboTax just sends your bank account information to the state. The state takes the payment from your bank account. It can take a few days for them to take the payment, especially if it's scheduled for April 15, since they are obviously very busy at this time.

even with the correct routing and account numbers, it can take up to 5 days after the date you specified fr the actual withdrawal.
