You may qualify but it is not a refundable credit, so it can only reduce your tax liability to zero.  I see people who get solar energy and believe that the tax refund will pay for it, when they do not have a tax liability large enough to cover the amount that they spent on solar energy.  If for example, you spend $20,000 and owe $1000 in taxes, then $19,000 of the solar energy credit will be carried over until it is used up.
