I received an Iowa tax refund in 2018 for 2017 taxes, but I am not getting a 1099-G from the state of Iowa. Do I have to report that refund anyway?

UPDATED FOR TAX YEAR 2019
Yes, IF you itemized deductions on your 2018 federal return (even if you did not receive a 1099-G).
No, if you did not itemize.
