I received a tax return from the state of Ohio last year. Is that considered taxable income even though I paid Federal income tax on everything I made

probably not. A state income tax refund  is only taxable, on the federal return, if you itemized deductions the previous year (instead of using the standard deduction).

That is because you would have deducted state income tax as part of your itemized deductions.
