I prepared my state tax return. However when I go to e-file my State return it says that there is a schedule that is not available yet and to upgrade to update Turbo Tax

I am experiencing the same issue re Delaware taxes. I never had an issue with turbo tax before. I have talked with a number of co-workers and they have already filed their state taxes via other means. I hope we get an answer soon!
