I paid state taxes to RI and should not, the new W2 has 0's for RI. How do I file for that State refund and ensure I entered the W2c correctly

The W2s are entered correctly if what is entered in TurboTax exactly matches your form. It sounds like you have made changes so that in 2019, there will not be this issue. When you complete the Rhode Island State return, you should have a refund if that is what is appropriate. Go to State Taxes and walk through the interview. Everything from the federal return will flow to the state return.
