No one can see your tax return. It is possible that you have a tax liability to PA that equals the amount withheld from your paychecks. You only get a refund if the amount that was withheld was more than you owe to PA.
PA is a state where there are not a lot of ways to get refunds of what you pay in. PA is a flat tax state. Meaning everyone pays 3.07% on your income regardless of how much income you have. However, if you meet certain criteria, you may be able to get SP forgiveness which would then lead to a refund.
Based on your withholdings, it sounds like you may have made around $16,500. If you are single or married with no kids you would be above the threshold for tax forgiveness in PA as the limit for a single person with no children is $8,750 ($15,250 for married).
If your income falls under the amounts for tax forgiveness in PA, did you walk through and answer all of the questions in the state section of TurboTax? If you did not, the credit would not be applied.
