I paid $3641.00 Federal Tax & $358.00 Pa. State tax for 2015 on April 15, 2016. Can I claim the federal tax as a deduction when I do my 2016 Federal taxes.

I owed $3641 for my Federal taxes for 2015 & I paid them on April 15, 2016.  Can I deduct or claim the $3641 as taxes I paid in 2016?

No, you can't deduct prior year federal taxes on this year's taxes.  You can (in most cases) deduct any state income taxes you paid on your federal return.
