If---and only if--you used TurboTax to prepare and file your 2019 federal return you can download the CD/download software for 2019 and prepare a 2019 state return to mail in. If you did not use TT for your federal return, try going to the state's tax site to get the forms to prepare by hand or seek local paid help.

If you already filed your 2019 federal return but did not use TurboTax (TT) to do so, you can still use TT to prepare a past year state return. But, you have to pay for the TT federal software and then first recreate your 2019 federal return in that software. That way, the federal data can transfer to the NE return. You cannot e-file a prior year state return. It must be mailed.
