I moved to Ohio in November 2019 and didn't work after I moved here. Do I need to pay Ohio income tax?

You say you did not work in Ohio.  Did you receive any kind of income?  How did you support yourself?  Or were you supported by someone else?

Probably not, but you also probably need to file an Ohio part year resident income tax form.  The Ohio filing requirement is based on total income for the year, not just what your received after becoming an OH resident.

You do not need to file an Ohio return, If your federal adjusted gross income is less than $13,200 ($15,550 Married filing jointly or $10,850 if you are someone's dependent).

You will be asked to allocate your income as OH or non OH.  Only the  income received after the move will be taxable by OH.

Ohio does a convoluted tax calculation for non-residents/part year residents. It calculates tax on total income, then it calculates a non resident/part year resident credit, which it subtracts from the tax it calculated on the total income. The credit is calculated as your non-Ohio income divided by Total adjusted Income multiplied by the total tax. TurboTax (TT)   does this by allocating your income as either Ohio or non-Ohio. W-2 income will be allocated by the state name abbreviation shown in box 15 of your W-2. Make sure that your non-Ohio wages show  the Other state postal abbreviation) in box 15 of your W-2 screen, with the wage amount in box 16.  TT will ask you, item by item, in the state section, how much of your other income is Ohio or non-Ohio income.
