I moved to MS in 2016 and was a full year resident. I did not make income in MS. I made income in LA and paid taxes to LA. Do I need to file MS?

Yes, you do.  Your home state can tax you on all your income, regardless of where you earn it.  The state in which you earned the income can also tax you, as a non-resident.  So you'll have two state returns to file: a non-resident return in LA, and a resident return in MS.
