As I understand it, there is no reciprocal agreement between DE and VA, do I still need to file and pay in DE?

Yes, you live in DE. You will get a credit for the VA taxes. Do VA taxes first.
If you are a Delaware resident, you must file the Delaware state tax return and report all income. You will get a credit for the taxes paid to Virginia, but you still need to report it.
