I moved part way through the year from Washington to New York and kept the same job at Amazon. Do I receive a tax refund from WA and NY?

Washington is not an option for me to get a State Return in the drop down

WA has no state income tax. There is no drop down for WA in some menus since WA has no state income tax. You did not pay tax to WA so there is no refund to be had. You will file a part-year state return for NY.
