I moved from PA to FL Jan 18th, 2016. I had no income in PA in 2016, but was a resident for those first 17 days of the year. Do I have to file PA state taxes?

Maybe. Pennsylvania's filing threshold is a mere $33 of income. So, if you had just $33 in those 17 days- Yes, you need to file.

This wouldn't include Social Security and most retirement (if of retirement age).
