I moved from MI to the DC area for work. I temporarily stayed in DC for 2 weeks & then permanently moved to MD. What states was I a resident in for tax purposes?

When I moved to the DC area I selected DC withholding on my W-4 because I thought I was moving permanently to DC. However, I ended up finding permanent housing in Maryland and only spent 2 weeks in a DC Airbnb. I switched my withholding to Maryland for the next pay cycle. Am I considered a Michigan, DC, and Maryland resident for the year? Or if I am only considered a Michigan and Maryland resident, what do I do about the taxes withheld by DC?

You are a part-year resident of MI and MD, and must file as a part-year resident of both states.  This FAQ explains that process in TurboTax:  https://ttlc.intuit.com/questions/1901227-how-do-i-file-a-part-year-state-return

You are not a resident of DC.  Request a refund of the withheld DC taxes by filing DC Form D-40B.  Here's a link to the 2016 version of that form:   https://otr.cfo.dc.gov/sites/default/files/dc/sites/otr/publication/attachments/2016%20D-40B%201.06....   The 2017 version has not yet been published.
