I moved from FL to OR in 12/2017 but continued to receive my severance pay from my former FL company until 5/22/2018. Do I pay 2018 OR state tax on this?

Yes, while you are a resident of OR (end of 2017) any income you receive while a resident is subject to state taxes in OR.
