I moved from CA to VA on 12/13/18 and bought a home, do I need to file a VA state tax form if I did not have any income in VA?

If you did not have any VA sourced income in 2018 then you do not need to file a VA state tax return.

In the My Info section of the program you need to enter your resident state as California.  Indicate that you did Not live in any other states and that you did not make money in any other states.

For tax year 2019 you would be a resident of Virginia and file a resident return assuming you lived in VA for all of 2019.
