It's possible that they'll send the return back to you, but it seems unlikely.

We don't have access to Virginia's internal procedures, but if they operate anything like the IRS, they'll route your return to the refund-related department for processing. This might delay your refund slightly.

I got a notification from Colorado Department of revenue stating they did not receive my filling for 2016 till date. Why is that the case if I submit IRS filing each year
