I made no income in Connecticut, then moved to another state and had income there. I'm reviewing ct.gov/DRS for info. Do I need to file a 2018 Connecticut tax return?

No you do not ... however  you will need to  file a part year return for the state you moved to.

If you made money in any other state while you were a CT resident, it would be taxable by CT (as well as by the other state).
