I'm not seeing a section to enter contributions to Maryland college investment plans. I was able to enter this last year, however, I'm no longer seeing the option

Contributions to a college savings plan is a deduction on the state return, not the federal. When completing your Maryland return, you will see a screen that says Let's see how Maryland taxes income. When you select Continue, the next screen will say Here's the income that Maryland handles differently. In the Education section, choose Start next to Maryland College Savings Plan Contribution.
