I am not claiming the vehicle deduction because it wasn't used for business purposes. Customers came to me to buy as I only have a cash based business until later this year. I need help knowing if for state taxes, am I supposed to put in the exact amount that I paid to the state? I want to get this right as this is my first time filing self employed.

If you have reported your sales including state sales tax, you can claim as a business expense (under Taxes and Licenses) the exact amount of sales tax you paid to the state in the year.
