It depends.  TurboTax has a lot of "this."    Which "this" are you referring to?

"Arizona tax liability for 2016 after deducting any tax credits" = Line 51 (Balance of tax) on AZ Form 140.

Reason asked: Amount is used to determine if an underpayment penalty is owed; same principle as IRS.

If no prior year AZ return filed, amount would be zero.
