I'm entering my State (SC) tax information and cannot change my "Dates of South Carolina residency"? Is this data entered elsewhere? Or is this a bug?

This information is entered in your My Info section of the Federal Return. Edit next to your name. It will ask if you lived in another state and the dates of moving.
