I'm doing a PA tax return. I have a credit from the Delaware since I worked in that state but it does not show up in the PA return

You need to make sure you have complete your Delaware Non-Resident Tax Return first.

I suggest you delete your Pennsylvania tax return. Make sure you have completed your Delaware tax return, then redo the Pennsylvania resident return.

Almost all the information for both will be imported from your federal return, so this extra step is worth it to ensure you receive the credit.
