I’m being asked about state and local taxes, I’ve never seen this what do I need to do

If you entered a W-2 with State Taxes or Local Taxes withheld, you don't need to enter that info again.

In this section, you can enter Sales Tax on a vehicle you purchased in 2017, or Estimated Taxes you paid.
