You are correct.  You should be getting back all of the PA taxes as well.  WV has reciprocal agreements with both OH and PA that you are taxed where you live and not where you work.  You will want to file nonresident reciprocal returns for both states.  This will have the PA taxes returned to you as well.  (You do not want just the nonresident return, but the reciprocal version).  WV does tax all of your income, however.

By filing the correct form with your employers, you can have them withhold WV tax instead of the other state, which will help you to avoid unnecessary extra filing as well as penalties and interest if you did not pay in enough to WV.  Please see this FAQ on reciprocal states, that has more information on the correct forms:  https://ttlc.intuit.com/replies/4776822
