No, your IRA withdrawals are not taxable to Colorado.  Colorado might use the information to determine the total Colorado tax, but you will not be taxed in Colorado for the IRA.  What makes income Colorado income depends on where you were when the income is produced as taxable to you.  Since you were not living in Colorado, an IRA distribution is not taxable there.
