I lived in NJ in 2016 and worked in NY in 2017. Starting July 2016, I moved to NY. So I lived/worked in NY in the whole 2017. Why does my 2017's W-2 have NJ state copy with Box 16 contains some wage like 1/4 of total wages, Box 17 is blank?

If Box 17 is blank on the NJ state copy, that means that no NJ taxes were withheld from your pay. If you lived in and worked in NY all of 2017, you need only file an NY state return.
The only exception might be if you were a telecommuter for an NJ employer, working by computer from your NY home. Under certain circumstances NJ taxes non-resident telecommuters.
